Our Story
Cem-Base, Inc. (short for Cement Base) was born out of the massive housing boom in Northeastern Ohio in the '90s. The region's notorious unstable clay, silt, and other unsuitable building soils called for an effective, economical, and easy-to-implement solution—and Cem-Base answered the call.
By introducing soil stabilization to the mix in northeastern Ohio, Cem-Base helped contractors and their clients eliminate the enormous expenditures of soil removal and replacement, forever improving the way they could build streets and roads, highways, airport runways, industrial and business sites, parking lots, and even the basements and ground floors of large buildings.
From 2003 - 2007, we engaged the services of one of the world's foremost soil stabilization experts, Dr. Dallas N. Little, to provide insight, guidance, and intense education for our engineers, laboratory technicians, and other employees. Dr. Little was instrumental in establishing the Cem-Base Soil Testing Laboratory, which has continued to allow Cem-Base to innovate and tailor solutions to a clients specific needs today.
Through research, innovation, and excellent customer service, we've steadily expanded our services and grown in size. Today, Cem-Base is a leading soil stabilization and reclamation service provider in Ohio, Pennsylvania, Michigan, Indiana, Northern Kentucky, while continuing to expand our footprint each year.

Soil Stabilization
Cem-Base soil stabilization is a fast-paced, efficient method for improving unstable soils. By mixing the appropriate admixture into your existing unstable soil, our process improves the soil's plasticity, compactibility, and bearing capacity—creating a much safer, more stable underpavement subgrade.

Soil Modification
Soil modification changes undesirable characteristics in soils, like excessive elasticity, fat clay, and elastic silt. Treating unstable soils with the appropriate pozzolanic admixture can reduce your soil's destructive shrink/swell potential, simplifying paving and providing a stronger, longer-lasting roadway or structure.
Full-Depth Reclamation
Full-Depth Reclamation
Full-Depth Reclamation (FDR) is the process of pulverizing existing asphalt pavement and underlying base materials, followed by the addition of Portland cement or asphalt emulsion. The end product is a new road base with higher structural capacity, longer life, and is less costly than traditional road construction methods.
